I may be mistaken but I think that Roman coiners (or other word for people who make coins) could put whatever image they wanted on coins. There was no standard that “Every citizen of the Empire had to use on a day to day basis. These in particular may have been found frequently in brothels.

This article is full of misinformation. These aren’t coins. They’re tokens used to enter brothels. Their purpose is to keep real money out of the “worker’s” hands. Like gambling chips at a casino.
